A petition has been filed in the Sindh High Court addressing the recurring deaths of citizens caused by dumpers in Karachi, raising concerns over public safety and alleged administrative failures.

The petition, submitted by Ashraf Jabbar Qureshi and other members of the Tehreek-e-Bahali Karachi, stated that over 600 people have reportedly lost their lives in dumper-related accidents in recent years. The petitioners urged the court to ensure that authorities uphold their constitutional duty to protect citizens and enforce laws effectively.

According to the petition, provincial authorities have been unable to prevent fatalities linked to the so-called “dumper mafia.” The petition claims that most dumper drivers are non-Pakistani and often do not comply with local regulations.

Authorities are accused of failing to address these issues despite repeated incidents.

A recent example cited in the petition occurred on August 10, around 2 a.m., when two siblings were fatally struck by a dumper on Rashid Minhas Road. Following the incident, the petition alleges that the dumper mafia may have set fire to other vehicles and allegedly falsely accused local youths.

Police reportedly detained around a dozen youths, allegedly under pressure from the mafia, though the petition emphasizes that they were not responsible for the accident.

The petition requests that the Sindh High Court direct authorities to provide detailed records regarding dumper registration and fitness. Petitioners also seek enforcement of previous directives issued by the Supreme Court and the High Court, aimed at improving public safety in Karachi.

Respondents in the petition include the Sindh Chief Secretary, Home Secretary, Inspector General of Sindh, and Additional IG Traffic. The petition emphasizes the authorities’ responsibility to implement safety measures, maintain law and order, and protect citizens from preventable accidents.

In addition to highlighting the tragic loss of lives, the petition draws attention to broader issues of urban management, including road safety, law enforcement accountability, and public oversight of commercial vehicles.

The Sindh High Court is expected to review the petition and may issue directives to provincial authorities for stricter enforcement of vehicle regulations, safety inspections, and preventive measures to reduce dumper-related accidents.

The petition emphasizes the urgent need for coordinated action between law enforcement, city administrators, and transport regulators to safeguard citizens and prevent further dumper-related tragedies on Karachi’s roads.
