RDA Bans Plot Sales in University Town Housing Scheme

The Director General of the Rawalpindi Development Authority (RDA), Kinza Murtaza, carried out an extensive inspection of the University Town Housing Scheme and announced an immediate ban on the sale and purchase of plots and files in the society. This action comes amid serious concerns over incomplete and unauthorized development within the housing project.

The inspection, which covered Blocks A, B, C, E, and F, revealed multiple violations. Key issues included the absence of proper service design approvals from the RDA, despite ongoing construction and the sale of plots to the public. The DG expressed particular concern over deteriorated infrastructure, including unpaved main roads, encroachments, a neglected main entrance gate, and poor conditions along Aziz Khan Road.

During the visit, a high-level meeting was held with residents and complainants, who highlighted a range of civic problems. These included snake and mosquito infestations, irregular water supply, lack of street carpeting, low-voltage electricity, open manholes, unsafe electrical wiring, long grass contributing to dengue risk, and a malfunctioning sewage system.

DG Kinza Murtaza assured residents that the RDA is committed to resolving these issues. She directed the immediate demarcation and recovery of amenity plots allocated for mosques, playgrounds, parks, and schools. The RDA also ordered that all encroachments be removed from the approved Layout Plan (LoP).

Furthermore, she stated that no new or revised LoP will be issued to the developer, and legal action, including potential arrest and disqualification of the developer, will be considered according to the law.

The meeting was attended by key stakeholders, including representatives of the residents, the core committee, and senior RDA officials such as the Director of Estate Management, Director of Engineering, Director of MP&TE, Deputy Director PR, Assistant Director Planning, and Inspector Planning.

The RDA reaffirmed its commitment to protecting citizens’ rights and ensuring that all housing schemes comply fully with approved legal frameworks. This move underscores the authority’s determination to enforce regulations and maintain transparency in urban development projects in Rawalpindi.
