UN Official Praises Philippines’ Progress on Human Rights and Anti-Corruption Efforts

In a significant development, a United Nations official has commended the Philippines for its recent strides in advancing human rights, particularly in the realm of anti-corruption efforts. Daniele Marchesi, Country Representative of the United Nations Office on Drugs and Crime (UNODC), lauded these achievements during the 5th State Conference on the United Nations Convention against Corruption (UNCAC) Implementation and Review, held in Manila on December 3.

Marchesi highlighted the nation’s progress in enhancing transparency and accountability within public procurement processes. He noted that the institutionalization of electronic procurement systems, the promotion of beneficial ownership transparency, and the integration of sustainability principles have collectively reduced corruption risks in this sector.

Additionally, the UNODC representative acknowledged the Philippines’ recent policy reforms aimed at combating money laundering. These measures have positioned the country for a review by the Financial Action Task Force (FATF) in early 2025, potentially leading to its removal from the FATF’s “grey list.”

Such a development would not only bolster the Philippines’ international standing but also attract increased investment opportunities. President Ferdinand Marcos Jr., who attended the conference alongside other senior officials, reaffirmed the nation’s commitment to the UNCAC.

He emphasized the importance of building a society where public trust is upheld, governance is exemplary, and corruption is unequivocally rejected. Despite these advancements, challenges remain. A 2020 report by the United Nations Human Rights Office documented deep-seated impunity for serious human rights violations in the Philippines, noting that victims have often been deprived of justice.

The report also highlighted the exacerbation of these violations by harmful rhetoric from high-level officials. Furthermore, Human Rights Watch has urged the United Nations Human Rights Council to adopt a strong resolution addressing the ongoing human rights concerns in the Philippines. The organization emphasized that extrajudicial killings and other abuses continue to occur, underscoring the need for sustained international scrutiny and accountability.

The recent commendation from the UNODC reflects a nuanced perspective on the Philippines’ human rights landscape. While significant progress has been made in certain areas, particularly in anti-corruption initiatives, ongoing issues necessitate continued efforts and vigilance.

The international community remains watchful, advocating for comprehensive reforms to ensure that all human rights are respected and protected across the nation.
