Birmingham Police, FBI Arrest Murder Suspect in New Orleans

NEW ORLEANS, La., A fugitive wanted for capital murder in Alabama has been arrested in Louisiana following a joint effort between the Birmingham Police Department and the Federal Bureau of Investigation.

The suspect was identified as Harold Dailey, 35, of Birmingham, who was wanted in connection with the fatal shooting of John Roulaine on August 11. Roulaine was found shot inside his vehicle on Monday, August 11, in the 5500 block of 1st Avenue North in Birmingham. The killing was classified as capital murder, one of the most serious charges under Alabama law, carrying the potential for life without parole or the death penalty.

On Monday, August 18, detectives with Birmingham’s Special Operations Bureau Crime Reduction Team (CRT) initiated a fugitive investigation. Detectives learned that Dailey had fled the state, prompting collaboration with federal partners. The department requested assistance from the FBI North Alabama Safe Streets Task Force and the FBI New Orleans Violent Crime Squad.

Investigators confirmed Dailey’s presence in New Orleans. The FBI’s Violent Crime Squad in New Orleans conducted surveillance operations in the 1100 block of Oretha Castle Haley Boulevard. Agents took Dailey into custody without incident.

He was transported to the Orleans Parish Justice Center, where he is being held on the outstanding capital murder warrant. Extradition proceedings will determine when Dailey will be returned to Alabama to face charges.

Birmingham Police officials emphasized the importance of interagency cooperation in the operation. “Our department worked closely with the FBI to ensure this dangerous suspect was located quickly and safely,” a police spokesperson said. “This arrest demonstrates the importance of strong partnerships in protecting communities and bringing justice to victims,” the spokesperson added.

The arrest underscores the challenges law enforcement agencies face when suspects cross state lines.
